Since 2 January 2024, the Moroccan State no longer subsidises housing through exemptions granted to developers, but through direct aid paid to the buyer. The programme, known as Daam Sakane (“housing support”), runs until 2028 and also covers Moroccans living abroad. In Martil, where many new apartments sell for between 300,000 and 700,000 MAD, it changes the sums for many buyers. Here is what you need to know before you reserve.

1. The amounts: 100,000 or 70,000 MAD depending on the price

The aid is a flat amount and depends on the sale price including VAT stated in the deed:

  • 100,000 MAD if the price is less than or equal to 300,000 MAD including VAT;
  • 70,000 MAD if the price is between 300,001 and 700,000 MAD including VAT;
  • no aid above 700,000 MAD including VAT.

The amount is paid only once, for a single home, and is deducted from the price paid to the seller when the final deed is signed. It is neither a loan nor a tax advantage: it is a sum you do not have to finance.

2. Who is eligible?

The conditions concern the buyer:

  • holding Moroccan nationality, whether you live in Morocco or abroad;
  • not owning a home in Morocco on the date of the application;
  • never having received State housing aid (earlier programmes included);
  • undertaking to live in the home as your main residence for 5 years. A mortgage is registered in favour of the State to secure this commitment; if the home is sold or let before the end of that period, the aid must be repaid.

And the home:

  • a new home, bought from the developer as a first sale;
  • an occupancy permit issued on or after 1 January 2023;
  • a sale price less than or equal to 700,000 MAD including VAT;
  • at least two rooms, intended for living.

3. The procedure, step by step

  1. Registration on daamsakane.ma: create your account with your national identity card (or your Moroccan passport if you live abroad), then submit the application. The platform automatically checks that you do not already own a home and have not received aid before.
  2. Agreement in principle: you receive confirmation of your eligibility, valid for completing the purchase.
  3. Choice of home and notary: the developer provides the property's documents (land title, permit, price including VAT). The notary includes the aid in the final deed of sale and registers the mortgage in favour of the State.
  4. Payment: the aid, managed by the Caisse nationale de retraites et d'assurances (CNRA), is released when the final deed is signed and set against the price. You only pay the difference.

The notary is your best ally: they check the documents, prepare the deed and trigger the payment. Before signing a reservation, ask them to confirm that your file and the property meet the conditions.

4. Buying off-plan (VEFA)

Most new apartments in Martil are sold before construction is finished, through an off-plan sale contract (vente en l'état futur d'achèvement) signed at the notary. The aid is not paid at that stage: it is paid at the final deed of sale, once the occupancy permit has been obtained. Two points to check:

  • the expected delivery date must make it possible to sign the final deed while the programme is running (until 2028);
  • the price including VAT stated in the contract must stay below the 700,000 MAD ceiling, options and changes included.

6. Moroccans living abroad: what changes and what does not

The programme is open to Moroccans living abroad, and this is one of its new features. The conditions are the same: no home already owned in Morocco, no aid received before, and above all the commitment to a main residence for 5 years. In practice, an apartment bought with the aid cannot be let as a holiday rental during that period. If your project is a rental investment, the aid is not for you; if it is a home for the family or a planned return, it is.

7. Mistakes to avoid

  • Reserving before checking your eligibility: apply on the platform and talk to the notary first.
  • Confusing the price before and including VAT: the ceiling applies to the price including VAT, options included.
  • Forgetting the State's mortgage: it blocks resale for 5 years.
  • Buying a home that has already been lived in or resold: only the first sale of a new home gives entitlement to the aid.
  • Relying on a promise of eligibility: no developer can promise it, it depends on you. Be wary of ads offering apartments “with Daam Sakane included”.
